Muskingum County • May 8, 2025
Good morning, Muskingum County. Government transitions can be complicated affairs, as Nelsonville is discovering firsthand. After voters rejected an alternative path Tuesday (235-201), the city will move forward with implementing Issue 23, which abolishes the city charter at year's end. This significant change requires creating ward districts and filling key positions—with the League of Women Voters stepping in to help draw maps by July, though treasurer and law director roles remain without candidates as November's election approaches.
Legal matters are heating up elsewhere in the region, with Nelsonville suing former councilman Greg Smith over what began as a few hundred dollars in disputed pay. The city alleges Smith violated a $137,500 settlement agreement by requesting compensation for recent council work, while Smith maintains the requested pay falls outside the agreement's scope. Meanwhile, three people sustained non-life-threatening injuries in a rear-end collision on Chestnut Street in Coshocton, with emergency responders quickly providing assistance at the scene.

⚖️ Nelsonville sues former councilman over a few hundred dollars. The city alleges Greg Smith violated a settlement agreement by requesting pay for council work in December 2023 through February 2024. Smith previously received $137,500 to settle multiple lawsuits against the city, agreeing not to seek "any further compensation" including back pay. He claims the requested pay isn't covered by the agreement since it was for work performed after signing. The city is seeking over $25,000 in damages and a court order forcing Smith to comply with the settlement terms.
🏛️ Nelsonville voters reject alternative path to new government structure. Tuesday's vote (235-201) means the city will proceed with implementing Issue 23, which abolishes the city charter at year's end and reverts to its pre-charter government form. The transition faces challenges, including the need to create ward districts that some council members will represent, as the current charter has all at-large seats. While candidates are emerging for some positions in the new government, no one is yet running for treasurer or law director. The League of Women Voters is helping create ward maps by July, though any remaining vacancies after November's election would need to be filled in January.
