Good morning, Stark County. The landscape of local travel is about to transform as Canton's 11th Street SE project expands into the neighboring area with a $675,000 investment in streetscaping and bike lanes. The ambitious upgrade comes with significant changes, including the permanent closure of Cherry Avenue's entrance ramp to westbound Route 30. Meanwhile, new lighting installations will brighten the path from 11th Street to 3rd Street, creating a more connected community corridor.

After nearly three decades of dedicated service, Perry Township is bidding farewell to administrator Joyce Martin this Friday, launching a search for her successor. In less welcome news, Massillon residents should brace for their electric bills to nearly double next month as rates jump from 4.2 to 8.9 cents per kilowatt-hour. Those hoping to opt out of the NOPEC program have until May 7 to make their decision before the shocking increase takes effect.

🚧 Canton extends 11th Street SE project into nearby neighborhood. The $675,000 expansion will bring streetscaping and bike lanes from Cherry Avenue to Sherrick Road across Nimishillen Creek. Starting in about a month, the project includes permanently closing the Cherry Avenue entrance ramp to westbound Route 30, with an alternative ramp available nearby. New lighting will also be installed on Cherry Avenue from 11th Street to 3rd Street across the viaduct. Residents can submit comments about the project to ODOT through May 28, 2025.

👩‍💼 Perry Township seeks new administrator as Martin retires after 26 years. Joyce Martin, who started with the township in 1999 and became administrator in 2008, will work her final day this Friday. Township trustees are accepting applications for the full-time position until it's filled, with salary dependent on experience. Interested candidates should submit cover letters, resumes, and three professional references to hr@perrytwp.com. Questions about the position can be directed to the township office at 330-833-2141.

⚡ Massillon residents face shocking electric rate spike in June. Electricity costs for customers in the city's aggregation program will nearly double from 4.2 cents to 8.9 cents per kilowatt-hour, with North Canton seeing similar increases. The Northeast Ohio Public Energy Council (NOPEC) partnership, which includes about 250 communities, will implement these changes starting with June meter readings. Residents can opt out by May 7 or anytime after enrollment without penalty by calling NOPEC. Officials cite increased grid demand, market changes, and growing technology centers powering artificial intelligence as factors driving the nationwide surge in electricity rates.

Nadine Nolen

Nadine Nolen, 84, died peacefully on April 24, 2025, after being born to Charles and Bessie Caley on July 7, 1940. A woman of strong faith and a devoted member of Mount Zion Community Church, she was predeceased by her husband Gerald and two brothers. Nadine is survived by her daughters Susan and Tawnya, four grandchildren, five great-grandchildren, and numerous nieces and nephews. Following her wishes, a private family celebration of life will be held later, with no public services planned.

Kent M. Graham

Kent M. Graham, 75, passed away on April 25, 2025, after battling Primary Progressive Aphasia for several years. He is survived by his wife Lisa, three children, and several siblings. Following his education at Manchester High School and Akron University Law School, Graham had a distinguished legal career spanning roles as prosecutor, chief counsel, and 22 years as a magistrate judge before retiring in 2016. He was a man of deep faith, having attended various churches throughout his life, and was remembered for his integrity and faithfulness to both family and community. A memorial service will be held on May 10th at Parkside Green Church, with memorial donations directed to the Gideons International.

Anthony Olivieri Jr., 80, of Canton, Ohio, passed away on April 26, 2025, after a weekend with his family. He spent over 40 years in the construction industry, known for his strong work ethic and skilled craftsmanship. Tony was married to Claudia for 36 years and is survived by her, his three children, siblings, nine grandchildren, and one great-grandchild. He enjoyed golfing, playing cards, watching the Pittsburgh Steelers, and spending time with loved ones, leaving behind a legacy of love and loyalty.

Royce "Brent" Casto, 65, of Brewster, passed away on April 25, 2025, surrounded by family. Born in West Virginia in 1959, Brent worked in construction, owning his own company for over 10 years before becoming a certified home installer with UMH Homes. He is survived by his wife of 46 years, Cathy, two daughters, four grandchildren, one great-granddaughter, six sisters, and one brother. An avid NASCAR fan who enjoyed hunting and gardening, Brent was remembered as a selfless man who always put his family first.

Jennifer Lynn Rohr, a dedicated family woman and professional, passed away on April 28, 2025, after battling glioblastoma brain cancer for 20 months. A Kent State and University of Cincinnati graduate, she had a successful career at JP Morgan Chase from 2001 until her illness. Jennifer is remembered for her strength, unwavering faith, and the deep love she had for her husband of 22 years, three children, and grandchildren. She leaves behind a legacy of courage and perseverance that will continue to inspire her husband Anthony, children Tyler, Breanna, and Brittany, her grandchildren, parents, and extended family who will celebrate her life on May 10, 2025.

Donna Mae Fisher, 86, of North Lawrence, passed away on April 27, 2025, after working for Westinghouse and dedicating her life as a homemaker. She enjoyed family gatherings, countryside drives for ice cream, traveling, fishing trips to Canada, watching sports, and playing cards. Preceded in death by her husband Albert and two sisters, Donna is survived by her four children, eight grandchildren, 16 great-grandchildren, one great-great grandchild, a sister, and a brother-in-law. Funeral services will be held on May 3, 2025, at Swigart-Easterling Funeral Home with burial at Newmans Creek Cemetery.

Timothy J. Patton, 66, of Massillon, Ohio, passed away on April 28, 2025, leaving behind his wife of 42 years, Leona, three children, and multiple grandchildren and great-grandchildren. Known for his humorous personality, Tim enjoyed outdoor activities like fishing and landscaping, as well as watching sports and spending time in his "man cave" with loved ones. He was particularly devoted to his grandchildren and took great pleasure in the time he spent with them. Tim was preceded in death by his parents and three siblings, and will be remembered at services on May 5, 2025, at Paquelet Funeral Home.

Rebecca "Becky" J. DuBois, age 72, passed away on April 28, 2025, at Louisville Gardens Nursing Home. She dedicated 38 years to teaching at Augusta Elementary School and was known for her warmth and dedication to education. A woman of strong faith, Becky was an active member of East Canton Church of God, serving as both Sunday School Superintendent and church secretary. She is survived by her sister Lydia, nephews Aaron and Adam, and niece Leigh, who affectionately knew her as "Aunt Becky."

Vincent A. Randazzo, Sr., an 85-year-old Canton resident and Army veteran, passed away on April 27th. He was preceded in death by his wife Stella, his parents Cono and Erminia, and several siblings. Vincent is survived by his two children, Regina and Vince Jr., two grandchildren, a sister-in-law, and numerous nieces and nephews. Following his wishes, there will be no calling hours or service, and those who wish to honor his memory may donate to St. Jude Children's Research Hospital.

Lorraine J. Vitale, 77, of Canton, Ohio, passed away on April 26, 2025, after being born in the same city on June 3, 1947. She was remembered as a selfless, humble woman who prioritized her family and offered wise advice to those who needed it, becoming a guiding light to those around her. Lorraine is survived by her children Lisa and Michael, grandchild Grayson, step-grandchild Caden, and her sister Linda, while being preceded in death by her parents and brother Richard. Services will be held at Rossi Family Funeral Home and St. Paul Catholic Parish, with entombment at North Lawn Cemetery.

Ann M. Tompkins passed away on April 8, 2025, at the age of 66, having been born in Galion, Ohio on January 15, 1959. A visitation will be held on April 26, 2025, at John Knox Presbyterian Church in North Canton, followed by a Celebration of Life service officiated by Reverend Dr. Michael Smith. Interment will take place the next day at Fairview Cemetery in Galion, Ohio. The family suggests memorial contributions to TSSUS (Turner Syndrome Society), and Lamiell Funeral Home in Canton is handling arrangements.

Judith "Judy" Prazak, a 78-year-old former art teacher from New Philadelphia and Canton, passed away on April 25, 2025, after a period of declining health. Born in Lincoln, Nebraska in 1946, she married Wayne Prazak in 1966 and dedicated her career to elementary art education while remaining active in various Art Guilds. She is survived by her husband Wayne, three children, six grandchildren with a great-grandchild expected in August, and several in-laws. Following her wishes, a private celebration of life will be held at a later date, with memorial contributions directed to Park Village Southside's Activities Department.

Linda M. Woods, 72, passed away on April 27, 2025, after being born in Akron on June 8, 1952, to Robert and Elaine McCutcheon. She was a Springville High School graduate who worked at the Assembly of God Daycare in Ravenna and was a member of Truth Baptist Church. Linda is survived by her sons William and Ben, her sister Sandra, and several nieces and nephews, while being preceded in death by her parents, husband Samson, and seven siblings. Her funeral service will be held at Truth Baptist Church on May 2nd, followed by interment at Hillside Cemetery in Randolph.

Rodney E. Setvin, 55, of Massillon, passed away on April 26, 2025, after serving in the U.S. Army following his 1988 graduation from New Philadelphia High School. He worked for many years at World Fuel Services Corp. and was passionate about baseball (especially the Cleveland Indians), fishing, and cooking elaborate meals for gatherings at his driveway bar known as "The Locker" or "HL7." A devoted "Papaw" to his grandchildren Nikolai and Annaline, Rodney is survived by his wife of 15 years, Corri, his children, siblings, and extended family who will remember him as a friend who was always there and knew how to bring everyone together.

Jason Robert Dungan, 50, passed away on April 28, 2025, at his home. A graduate of East Canton High School and Eastern New Mexico University with a degree in aviation science, Jason worked for the FAA and as a director of maintenance, which allowed him to live in various states with his family. He had a passion for aviation, enjoyed traveling to places with great food and history, and loved his dogs and music, particularly Dave Matthews Band and Van Halen. Jason is survived by his wife Kimberlee, three children, his mother, two sisters, and other family members, with a celebration of life to be held at a later date.

James R. Adams, 73, of Canal Fulton, passed away unexpectedly on April 27, 2025. Born in Covington, KY in 1951, Jim was married to his high school sweetheart, Donna, for 54 years and was a devoted father and grandfather. He had a successful 31-year career at Goodyear Tire & Rubber Corp., rising from tire changer to department head through hard work and integrity, followed by a 10-year second career at Marathon Petroleum. A man of faith who prioritized God and family, Jim enjoyed hunting, attending his grandchildren's events, and caring for his beloved beagles.
