💧 Water wars

Preble County • April 3, 2025

Good morning, Preble County. The numbers simply didn't add up for Wawa in Middletown, where city council delivered a unanimous 5-0 rejection of the popular convenience chain's plans. At 75,000 square feet versus the required 210,000, the proposed site at a vacant CVS location fell dramatically short of zoning requirements, though the company's representative indicated they're not giving up on finding a Middletown home for their $7 million investment.

Meanwhile, a financial showdown of much larger proportions is unfolding between Dayton and Montgomery County, with a $100 million water dispute flowing into counterclaim territory. The conflict centers on pricing fairness and infrastructure promises, with Dayton noting the county consumes 57% of water while contributing just 41% of revenue. In breaking news, at least one person was hospitalized Tuesday morning following a Trotwood police cruiser crash at State Route 49 and Shiloh Springs Road.

⛽ Middletown rejects Wawa store due to size concerns. The city council voted 5-0 against the proposed convenience store and gas station at a vacant CVS location on Union Road. Council members cited the site's insufficient acreage for the required zoning change, as Wawa's 75,000 square feet fell well short of the 210,000 square foot standard. Despite the rejection, Wawa representative Patrick Warnement indicated the company would look for other opportunities in Middletown. The $7 million project would have created 40 jobs, but city planners also worried about oversaturation of gas stations in the area.

💧 Dayton's water war with Montgomery County escalates to $100M counterclaim. The city is fighting back against allegations it overcharged the county for water services since 2018, while claiming the county failed to build a promised pump station. Dayton argues the county's resistance to paying higher rates during recent inflation is unreasonable, as Montgomery County consumes 57% of Dayton's water but accounts for only 41% of revenue. The dispute also involves concerns about PFAS "forever chemicals" in the water supply, which Dayton claims were disclosed before their 2018 agreement. Both parties serve approximately 230,000 county residents through their water partnership.
