The Church of Christ community celebrated the groundbreaking ceremony on September 14, 2025, marking the beginning of construction for new facilities. πͺ Ohio man faces murder charges after deadly September incident. James Ruggles, 33, of Portsmouth, was indicted by a Scioto County Grand Jury on multiple serious charges including aggravated murder. The case stems from a September 1 homicide in Lucasville, where a victim was found unresponsive by a concerned friend. Detectives quickly identified Ruggles as a person of interest and located him inside a Portsmouth business the following day. In addition to murder charges, Ruggles faces counts of felonious assault, aggravated arson, domestic violence, and tampering with evidence.
