🔄 Jail paradox

Good morning, Hocking County. The irony isn't lost on anyone—Ohio is spending $228 million on jail construction while existing facilities like Southeast Ohio Regional Jail sit well below capacity. With inmate numbers dropping to 155 (from a 220-person capacity), successful rehabilitation programs and reduced crime rates have created an unexpected budget challenge as per-inmate costs jumped from $85 to $108 in just twelve months. It's a fascinating case of positive social trends creating financial pressures.

Just across the county line, Austin Powder's Red Diamond facility is carefully resuming operations after last week's nitrogen oxide leak that created that distinctive orangish-brown cloud many residents spotted. Meanwhile, something truly inspiring is brewing at Logan Hocking Middle School, where 150 middle school girls will gather this Saturday for leadership workshops led by community role models—including an 11-year-old published author and a Team USA luge athlete. Talk about setting the bar high for our next generation!

🏢 Ohio jails face budget squeeze as inmate numbers plummet. The Southeast Ohio Regional Jail now houses around 155 inmates, well below its 220 capacity and far less than its overcrowded past. This population decline stems from reduced crime rates, quicker rehabilitation placements, and successful drug enforcement efforts. While inmate numbers drop, operational costs remain fixed, causing per-inmate costs to jump from $85 to $108 in just one year. Ironically, Ohio continues pouring millions into jail construction and renovation ($228 million since 2021) even as existing facilities struggle with underutilization and mounting budget pressures.

🧪 Ohio chemical plant resumes operations after nitric acid leak. Austin Powder's Red Diamond facility in Vinton County restarted limited operations Monday, less than a week after a nitrogen oxide gas leak prompted evacuations in the area. The June 11 incident created an orangish-brown cloud in the sky, forcing workers and nearby residents to evacuate, though no injuries were reported. CEO John Rathbun announced the company will conduct an internal investigation, implement new safety measures, and reimburse residents who incurred expenses during the evacuation.
