Gallia County • June 17, 2025
Good morning, Gallia County. When emergencies strike, communication becomes our lifeline. That reality is playing out right now as Gallia County faces a significant 911 system outage, with emergency services scrambling to provide alternative contact numbers. This critical situation reminds us how dependent we've become on telecommunications infrastructure that we often take for granted until it's unavailable.
On brighter notes, Rutland's entry into the Sustainable Ohio Public Energy Council marks a step toward potential energy savings for residents, with a community choice aggregation vote coming next year. Meanwhile, the historic Ariel Opera House sparkled with pageantry as Kennedy Shamblin claimed the Miss River Recreation Queen title, securing over $10,000 in scholarships. These newly crowned ambassadors will soon take center stage during July 4th festivities, culminating in the return of fireworks lighting up our riverfront skies.

⥠Rutland joins energy council to secure cheaper electricity for residents. Mayor Tyler Eblin signed legislation making the village a member of the Sustainable Ohio Public Energy Council (SOPEC), which negotiates better energy rates through collective purchasing power. Residents will vote on the community choice aggregation plan in November 2025, with participation remaining voluntary even if approved. If passed, a portion of revenue will fund local projects, while membership provides access to advocacy support and grant opportunities. Rutland becomes the second village in Meigs County to join SOPEC, following Racine.
ð Gallia County's 911 system is down amid widespread outage. Emergency and non-emergency phone lines for Law Enforcement, EMS, and Fire services are currently affected, with callers receiving "All Circuits are Busy" messages or static. Officials have provided three alternative contact numbers for those needing emergency assistance: 740-441-8197, 740-441-8198, and 740-339-3057. County authorities are actively working with AT&T's 911 Resolution Center and the phone provider to resolve the issue. Updates will be provided as soon as the problem is fixed.
ð Patriotic pageantry crowns new River Recreation royalty in Gallipolis. The historic Ariel Opera House hosted the River Recreation Pageant on June 7, kicking off Fourth of July festivities with competitions across multiple age divisions. Kennedy Shamblin was crowned Miss River Recreation Queen, receiving over $10,000 in scholarships from the University of Rio Grande, while Claudia Joy Phillips earned the Young Miss title. The newly crowned royalty will participate in the upcoming River Recreation Festival on July 4, which features traditional activities including a parade, contests, live music, and the return of fireworks at 10 p.m.
And we know that in all things God works for the good of those who love him, who have been called according to his purpose.
-Romans 8:28
