🚔 Mental health merry-go-round

Vinton County • July 17, 2025

Good morning, Vinton County. Behind the badge lies a growing frustration for local law enforcement caught in what officers describe as a "revolving door" of mental health crises. Responding to hundreds of calls annually, deputies find themselves repeatedly encountering the same individuals—often released within 48 hours without adequate follow-up care. This systemic challenge reflects broader issues of insurance limitations, staffing shortages, and legal frameworks that prioritize short-term solutions over comprehensive treatment.

Meanwhile, a transformative chapter begins for Ohio University's historic Ridges property, set to become home to approximately 2,000 residents through diverse housing options over the next decade. The development promises to preserve historic buildings while addressing critical housing shortages. In other uplifting news, the Chillicothe & Ross County Public Library secured a $10,000 grant to improve accessibility for disabled patrons, continuing their mission to ensure "the library really is for everybody."

🚨 Southeast Ohio officers trapped in mental health "revolving door" crisis. Law enforcement in Athens and Vinton counties respond to hundreds of mental health calls annually, often involving suicidal individuals or those experiencing drug-induced hallucinations. Deputies feel ill-equipped to handle these situations, as patients taken for evaluation are frequently released within 48 hours without adequate follow-up care. Mental health professionals cite systemic limitations including insurance restrictions, legal frameworks favoring short-term stabilization, and severe staffing shortages that limit crisis response services. Despite programs like mobile crisis teams and transitional facilities, officers remain frustrated as they continue to fill gaps in a fragmented mental health infrastructure.

🏗️ Historic Ridges buildings to transform into vibrant housing community. Ohio University's long-vacant property will be developed into 256 housing units with approximately 750 dwellings serving up to 2,000 people over the next 10-15 years. Community Building Partners will create diverse housing options including senior living, artist spaces, affordable graduate student housing, and market-rate units after the state Controlling Board approved the property transfer. While 77% of the land will remain under conservation easement, the development addresses Athens' critical housing shortage that has impacted recruitment and community growth. The project aims to preserve the historic buildings that have suffered environmental damage while creating much-needed affordable housing options.

📚 Small-town library wins $10,000 to break down barriers for disabled patrons. The Chillicothe & Ross County Public Library received the grant through the Libraries Transforming Communities initiative, which helps rural libraries improve accessibility. Last year, the library used similar funding to install accessible doors and changing tables in their annex building. Library officials are now seeking community input at a July 30 meeting to determine the best use of the new funds. "This gives us an opportunity to improve facilities and further promote our goal of making sure the library really is for everybody," said Executive Director James Hill.
