Scioto County • September 3, 2025
Good morning, Scioto County. The skies above West Portsmouth turned tragic Sunday when a paraglider piloted by 35-year-old Timothy Williams plummeted to earth near Earl Thomas Conway Park. Eyewitnesses described the aircraft simply "falling from the sky," prompting a rapid response from multiple emergency agencies as investigators now work to determine what caused this devastating accident.
Transportation challenges continue to mount with the Oakley C. Collins Memorial Bridge shutting down next Wednesday and Thursday for annual inspection, part of several major road projects creating detours throughout Lawrence County. Meanwhile, across the river, Kentucky is investing $2 million in Ashland's long-awaited conference center—a 30,000-square-foot facility expected to create nearly 200 jobs and boost tourism revenue by half a million dollars when construction begins this spring on the $35 million project that's been three decades in the making.

🪂 Paraglider plummets to death in Ohio field. Timothy A. Williams, a 35-year-old pilot from Georgia, was killed Sunday when his paraglider crashed near Earl Thomas Conway Park in West Portsmouth. Eyewitnesses reported seeing the aircraft "fall from the sky" while flying over a field near the Ohio River. Emergency responders including Ohio State Highway Control, Washington Township VFD, Portsmouth Ambulance, and the Scioto County Sheriff's Department rushed to the scene. The crash remains under investigation with authorities working to determine the cause.
🏢 Kentucky pumps $2M into Ashland's long-awaited conference center. The 30,000-square-foot facility is among 15 Eastern Kentucky projects receiving nearly $26 million through the Abandoned Mine Land Economic Revitalization Program. Announced by Governor Andy Beshear and Congressman Harold Rogers, the conference center is expected to create 191 jobs and increase tourism revenue by $500,000. Construction will begin in spring on the $35 million project, which has been discussed by officials for three decades. Other funded initiatives include aviation training, water quality improvements, and an autism center that will serve 250 clients.
🚧 Major bridge closures hit Lawrence County next week. The Oakley C. Collins Memorial Bridge will shut down Wednesday and Thursday for annual inspection, forcing traffic to detour through alternate routes. Several other significant road projects are underway, including the U.S. 52 exit ramp maintenance (closing until September 10), State Route 243 bridge replacement, and State Route 93 intersection improvements. Drivers should expect lane reductions and closures throughout the county, with most projects continuing through summer or fall 2025. Motorists are urged to remain alert, reduce speed, and watch for stopped traffic in work zones.
I can do all things through Christ who strengthens me.
