The funding represents just a portion of a larger $5.75 million infrastructure investment spanning 13 Ohio counties. Walmart's loss prevention team provided surveillance footage documenting seven separate incidents before the women were finally detained on June 4 while attempting to steal nearly $290 in merchandise. Billie Clair Smith, 91, of Chillicothe, Ohio, passed away on June 3, 2025, at Chillicothe Post Acute Nursing Home. Born on December 6, 1933, in Belleville, West Virginia, he was preceded in death by his wife Charlotte, his parents, and three siblings. He is survived by his three sons, five grandchildren, three great-grandchildren, two step-grandchildren, and a brother. Billie was a Mason, a member of First Wesleyan Church, a certified flight instructor, and enjoyed flying, golf, restoring antique cars, walking, his dog Sadie, and caring for his wife during her illness.

Lydia Marie Cooper, born July 1, 1960, in Wilmington, Ohio, passed away unexpectedly on May 31, 2025, at her home in Dayton. She had a successful career as a hairstylist, beginning in high school and continuing through her professional life in Dallas, Taos, and eventually back in Ohio, where she built a devoted clientele. Lydia is survived by her mother, four sisters, a niece, nephew, and several close friends, while being preceded in death by her father, husband, and two dogs. Known for her cooking abilities, beauty skills, generosity, and distinctive fashion sense, Lydia left such an impression on people that strangers would inquire about her years after meeting her just once.

Eldon Woodrow Wright Jr

Eldon "Mike" Woodrow Wright, Jr., 82, of Waverly, Ohio, passed away on June 4, 2025, at Adena Regional Medical Center. He was born on May 15, 1943, in Columbus, Ohio, and is survived by his wife Pamela, two sons, one daughter, six grandchildren, four great-grandchildren, and five siblings. Eldon was formerly employed by the Ohio Bureau of Workers Compensation and cherished time with his family. No visitation will be held, with arrangements managed by Boyer Cremation Services.
