His proposal to eliminate COTA's $2 fare aims to boost ridership while helping low-income residents, following successful models in cities like Albuquerque and Iowa City. Though it would require finding ways to offset the $12.2 million in annual fare revenue, the idea has already gained support from former COTA board member Robert Weiler.
