Good morning, Dev Test County. Dallas is rewriting its urban landscape in surprising ways this week. After decades of choking restaurant growth with excessive parking requirements, the city has finally reformed its outdated rules that once forced Tejas Brisket Co. to prohibit indoor dining despite available street parking. Though not a complete overhaul, these changes offer breathing room for small businesses to focus less on asphalt and more on serving customers.

Meanwhile, downtown's transformation continues as the iconic Santander Tower converts another five floors into luxury apartments, adding to the 291 units already completed last October. And in a delightfully unconventional approach to landscaping, over 450 goats and sheep have taken over the Northaven Trail this month, munching through dense vegetation as a sustainable alternative to mowers and chemicalsโ€”just remember to leash your dogs if you encounter these four-legged landscapers during your morning walk.

๐Ÿ…ฟ๏ธ Dallas parking laws choked restaurant growth for decades. The city recently reformed its outdated requirements, which forced restaurants to have parking lots three times larger than their dining areas. Tejas Brisket Co. initially couldn't allow indoor dining despite nearby street parking and lots. While reform eliminated parking requirements for small restaurants, many establishments remain trapped in "Planned Development" districts with their own rules. Though not as transformative as hoped, the changes offer flexibility for some businesses while customers' preference for parking remains a market reality.

๐Ÿ™๏ธ Dallas's iconic Santander Tower transforms into luxury apartments downtown. Construction is underway on phase two of the adaptive reuse project, adding 105 one- and two-bedroom residences across five floors of the 50-story building. Developer Pacific Elm Properties has already completed phase one, which converted 14 floors into 291 apartment units last October. Residents will enjoy amenities including a swimming pool, dog park, fitness center, and pickleball court in this mixed-use development that also features dining options and a boutique hotel. The project represents a growing trend of repurposing underutilized office buildings into vibrant residential spaces in urban cores.

๐Ÿ Hundreds of goats take over Dallas trail for eco-friendly makeover. The Northaven Trail is using over 450 goats and sheep to clear dense vegetation throughout October, preparing the ground for wildflowers to bloom next spring. This "Northaven TAILS" project offers a sustainable alternative to mowers and herbicides while promoting local biodiversity. The initiative makes Northaven one of the first urban trails to implement targeted grazing, with community donations helping to fund the $16,476 project. Visitors can track the herd's location online but are advised to keep their distance and leash any dogs when encountering the animals.
