Dev Test County • April 10, 2025
Good morning, Dev Test County. A century-old industrial building is breathing new life into Oak Cliff as East Dock transforms into a vibrant mixed-use destination. The 62,000-square-foot development will soon house at least 15 local businesses, creating an "18-hour campus" that truly represents the community—a refreshing approach in an era of cookie-cutter developments.
Meanwhile, a striking economic divide has emerged in North Texas, where remote workers earn a staggering 50% more than their commuting counterparts—averaging $77,000 annually compared to in-person workers. And after decades of unfulfilled promises, Dallas is finally breaking ground on its ambitious $325 million Harold Simmons Park project along the Trinity River. The 250-acre transformation promises to become Dallas' answer to Central Park, with the first phase already underway after securing $170 million in pledges.

🏗️ Historic Oak Cliff building gets new life as mixed-use destination. East Dock, a century-old industrial property built in 1915, is being transformed into a vibrant retail and studio space by Proxy Properties. The 62,000-square-foot development will house at least 15 businesses, including Barro (a Latin-American restaurant), artisan studios, and a Jiujitsu school. Located near the future Southern Gateway Park and DART Zoo Station, the project aims to create an "18-hour campus" with businesses operating throughout the day. Rather than working with brokers, Proxy is specifically seeking local tenants from Oak Cliff, the Cedars, and West Dallas to ensure the space truly serves and represents the community.
💻 Remote workers in Dallas earn $77,000, far outpacing commuters. This 50% wage gap highlights a significant economic divide between remote and in-person workers in North Texas. In 2023, approximately 688,000 people (15.6% of DFW workers) held remote positions, with Frisco boasting the highest share nationwide at over one-third of its workforce. Urban planner Bill Fulton attributes the disparity to remote work being predominantly white-collar and requiring higher education levels. The trend represents a massive shift from 2019, when only 5.7% of U.S. workers were remote.
🌳 Dallas finally breaks ground on ambitious $325 million riverfront park. The Harold Simmons Park project will transform 250 acres along the Trinity River into a series of five green spaces, with the 22-acre West Overlook Park as the first phase. After decades of unfulfilled plans, demolition began late last year, with construction expected to take three years to complete. The Trinity Park Conservancy has already secured $170 million in pledges toward its $325 million goal, including a $50 million donation from Annette Simmons. When finished, the park will feature amenities like event lawns, a skate park, water features, and cafes—creating Dallas' version of Central Park.
