Through educational programs in parenting, budgeting, and cooking, she empowered individuals while living by her mother's motto that "a journey of a thousand miles begins with one step." The policy, which allows officers to use their own semi-automatic rifles while on duty, exists partly due to budget constraints and to let officers customize their weapons. Officers must complete a three-day training course and meet annual qualification standards to carry these personal rifles. The department maintains strict requirements - rifles must be from reputable manufacturers, have specific features like slings and iron sights, and can only be semi-automatic. While personal rifles are permitted, officers cannot use their own handguns, Tasers, or other weapons on duty, with ammunition provided by the department.
