Cuyahoga County • March 27, 2025
Good morning, Cuyahoga County. From highways to history, transformations are happening across our community this spring. A major traffic alert has been issued for Cleveland drivers as the I-77 north off-ramp from I-480 eastbound closes starting April 28, part of significant roadwork affecting two of the city's busiest interstates. Meanwhile, an important piece of Cleveland's past is getting new life as developer James Sosan prepares to convert a segregation-era YMCA into the African Town Plaza, a mixed-use development that will preserve history while generating an estimated $2.7 million in new tax revenue.
On a more troubling note, federal authorities have indicted Cleveland resident Luis Alfonso Bisono Rodriguez in connection with a sophisticated grandparent scam that allegedly defrauded elderly Pennsylvania seniors out of $50,000. The FBI believes this may be just the tip of the iceberg, with potentially numerous victims across multiple states. If you suspect you or a loved one has been targeted, the Internet Crime Complaint Center is ready to help.

💸 Ohio man indicted for scamming elderly grandparents out of $50,000. Luis Alfonso Bisono Rodriguez, a Dominican Republic citizen living in Cleveland, allegedly participated in a grandparent fraud scheme targeting Western Pennsylvania seniors. The scammers would impersonate grandchildren in crisis situations, convincing victims to send money that was then transported across state lines via rideshare drivers. Rodriguez, who was arrested last week, allegedly received the stolen funds and wired portions to the Dominican Republic. The FBI believes there are many more victims across multiple states and encourages potential victims to report through the Internet Crime Complaint Center.
🏛️ Historic YMCA to be reborn as African Town Plaza. Cleveland developer James Sosan plans to transform a former segregation-era YMCA branch into a mixed-use development with apartments and office space. The Cleveland City Council has initiated a tax-increment financing deal providing Sosan with a $2.2 million property tax break over 30 years. Despite this tax break, officials note the completed project will generate approximately $2.7 million in new tax revenue for the city and local schools. The redevelopment aims to preserve a historically significant building while creating a new community hub.
🚧 Major highway ramp closures will test Cleveland drivers' patience. Starting April 28, the I-77 north off-ramp from I-480 eastbound will close, requiring motorists to follow detours. The closure is part of what appears to be significant roadwork affecting two of Cleveland's busiest interstate highways. Drivers who typically use these routes should prepare for delays and plan alternative paths. Cleveland.com's morning newsletter "The Wake Up" delivered the traffic alert to subscribers' inboxes.
