Good morning, Athens County. Three major floods in one year will do that to a city — Athens is done waiting for the next one and is fighting back with rental flood barriers, a backflow prevention program, and a new mitigation fund quietly fueled by cannabis dispensary revenue. Creative financing, sure, but when your basement is underwater, you'll take it. Meanwhile, Athens County Children Services is working hard to keep foster kids close to home, even as specialized needs sometimes push placements far from familiar faces.
On the lighter side of the week, gas prices are about to dip thanks to Ohio's 90-day tax holiday — timing that pairs nicely with driving to Saturday's Global Dance Night or Tuesday's Latin American Snack Tasting. Local scores and fresh listings are inside too.

Mayor details city’s flood recovery and prevention efforts
🌊 Athens, Ohio is fighting back after a brutal flooding year. Three major rainstorms struck the city in June, August, and September, devastating neighborhoods along Richland Avenue, East State Street, and beyond. Mayor Steve Patterson announced new measures including flood garrison barriers for residents to rent, a Sanitary Sewer Backflow Prevention Program, and a new flood mitigation fund fed by $8,000 monthly from cannabis dispensary revenue. The historic Mount Zion Black Cultural Center, a restored 1900s church, suffered repeated basement damage and is now seeking reimbursement from the city for repair costs tied to neglected clay sewer pipes. County commissioners take a closer look at how Children Services protect children in need
👨👩👧 Athens County is struggling to keep foster kids close to home. Athens County Children Services (ACCS) presented commissioners with an inside look at its child placement process, revealing that placement shortages, staffing challenges, and rising costs are straining the system. The agency currently cares for 112 children, though that represents only one-third of the families it serves — most children remain at home with parents. ACCS has been an Ohio leader in kinship placements, even offering relatives stipends to care for children, and has built a local foster home network to make family reunification easier. Despite these efforts, children with specialized needs are sometimes placed far from their communities due to limited local availability. Read more
